No it is not illegal. Acne is not a serious medical problem. It is cosmetic. Dermatologist are very expensive and a lot of health insurance companies won't even pay for a vist for acne treatment.
I am not saying that the parents ';boozing'; is ok, but I do understand where they are coming from as I have spent about 1500 dollars in the past year for acne treatment at a dermatologist, and I've only went four times. My insurance luckily pays for some of the treatments.
Have your friend use some over the counter products. They work really well now. She/He will have to stick to a strict regimin to get rid of the acne, no matter where the treatment comes from.
Also, many times a GP (general practitioner) or family doctor, can prescribe an ance medication if OTC products are not working. This can be way cheaper.
Unless the acne turns out to be life-threatening somehow, no it's not illegal.
very legal. Acne is a cosmetic problem. Some insurance companies won't even pay for dermatologist because of this fact. The best thing you're friend can do is buy some over the counter face wash. Nutragina (the orange stuff) works the best.

Not providing money for a dermatological visit is not neglect and it is perfectly legal to not provide acne care. Yes, she should look up information online and also, if her parents have insurance, she needs to go see her family doctor and see if they can recommend or prescribe something that is more affordable for the family.
Unfortunately, the parents are putting their child's wants and desires for better looking healthier skin (and possibly a better social life without acne) after that of their need for booze. Unless they are alcoholics and/or abusing your friend mentally, sexually , or physically, child services and the police most likely won't be able to anything about the alcohol issues.
Since your friends parents won't or are unable to provide for it, and if the family doctor says it's a case that needs a dermatologist, then your friend should call one her doctor recommends and see if they can work out a payment plan or if s/he can do some babysitting or yard work to earn the money themselves.

Call child welfare because they are being neglectful and creating a bad home environment. As for the acne problem, she can look online for tips/tricks to combat the acne problem.
What they are doing is neglect so get the authorities involved. It's not a safe home environment..

Is the acne causing a life threatening situation to your friend? if so then yes, it would be failing to provide the necessities of life.
If your friend's life is not directly affected by acne, and therefore can proceed to live a normal life with it, it is completely legal.
Think this through a little, you'll come to a similar conclusion, that is unless you are withholding information such as the acne is so bad its causing a skin irritation, bleeding, etc. But that would be very rare and the person in question would no doubt be hospitalized.
Although emotionally scarring unless the acne were somehow life threatening or cause extreme emotional trauma it is not illegal. Dermatologist visits are usually covered under private insurance AND medicaid. If the adult is unfit to care for the child you should alert the school of the child or CPS (Child Protective Services). In the mean time the child in question could seek OTC acne medications to treat her acne.

Unfortunately booze is hundreds of dollars cheaper than the dermatologist, his tests, his prescription, and the medicine.
It would be sad if the parents were alcoholics who did not care about their children... and I hope this is not the case... but, as I said, it's not illegal to deny a child a trip to the dermatologist.
